You don't need to level INT/FTH to be able to deal high damage with pyromancies; a pyromancy build at base INT/FTH is still perfectly viable. You'll do about 30% less damage than you would if you invested 60 pts into INT and FTH, but even without that scaling your top-tier pyromancies will still hit like a truck.
