It's a lot more complex than that. There is 3 tiers of source spells that you unlock gradually and there's regular spells that you unlock very late in the game as well for no particular reason. Guardian angel is one example of that for Warfare (and suuuuch a good spell). Level 4 unlocks the first set of new spells.
