You start a sword skate and pretty much spam the Icarus Dash button. The timing is kind of tight between the burst of speed and the Icarus dash itself. The timing comes down to practice and "feeling", don't go too close to the ledge to avoid diving straight down, there's a "sweet spot" you'll have to find as your fail a few times.
