Update: Checked traceroute again.Turns out a few of the 'hopped' I.P.s were giving me ICMP problems. 'Destination net unreachable'. I did some more things, like power restarting my modem/router, checking my DNS and localhost files to make sure they were right, and checking firewalls again. nothing turned up, so the last thing to check would be to contact my ISP (TW).Anytime I try tot load in it says 'failed to establish p2p connection.'
