Your asking for disappointment using that kit on a 383. A real 500hp engine from me gets all forged rotating assy. 450hp engines can get by with cast crank, SIR type rods and forged pistons.

These motors basically have the 7000rpm limitation on the ECU and the amount of cubes you can easily get from them. A 396 is more costly but can be done without issue, the 4.0" stroke setups are a lot more work and really not worth it. A good set of aftermarket castings or LT4 on your 383 will make it a runner.
