defakto227 • 2 yr. ago. I've had this happen a few times. What you need to do after signing is save, then exit the NCOER from EES. Don't just close the tab in your browser. If you don't specifically exit the NCOER it can leave it in a locked status where no one else can sign unless they know how to use the unlock tool.EES could be tied directly into the personnel system so that it would identify if the Soldier, rater, or senior rater moved or changed duty and would automatically generate an NCOER shell. From the EES Landing Page, click on the "edit OER Support Form" button. Locate the support form you want to use to create the OER from. Click on that individual's document ID number on the left. CLICK ON THE "CREATE OER TAB" at the top which will pull the basic admin data from the existing support form into an OER shell.Go into EES, create an OER for someone else with yourself as the rater, put your info in, then change it to myself as the rated Soldier and him as rater.
