This sort of build works again as many strong late game incantations have the same damage types as strong high DEX weapons (Dragon Communion Incantations - Bolt of Gransax, Dragon King's Cragblade). It feels like pure dex is inferior to hybrid builds because pretty much every dex-scaling weapon has bleed on it and it just works better with occult or blood (scav. curved sword, uchigatana, cross-naginata, twinblades, etc.).
