Community Outreach and Patient Empowerment Program. Community Outreach and Patient Empowerment (COPE) is a 501c3 organization that has been working across Navajo Nation since 2010. COPE collaborates with community members, health facilities, and health programs to promote health equity and improve the wellbeing of Indigenous communities.
