As with the other maps, you have to gather several artifacts first in order to face these bosses. Moreover, the artifacts you have to collect will depend on which boss you want to fight against. Rock drakes and snow owls, for instance, spawn on Fjordur but the engrams for their saddles were unlocked on Abberation and Genesis and due to that I can't access those saddles without cheats.
