Mine 2370-1 doesn't lock in the up either. The strange part is that without the deck on it will lock the arms in the hold position. With the deck on it doesn't because when lifted the deck can't lift any higher because the lift stops on the deck contact the bottom of the frame. I've lived with it all these year.

Doesn't the BX1880 have an adjustment to how far the deck raises by turning a nut on the linkage connecting the 3PH to the deck lift hardware. Should be right behind the rear left wheel. My BX24 has a double nut on a linkage rod that will allow the mower to raise more or less & release pressure so the knob will turn easier.To do this you need to pull the pedal up by hand as far as it goes with one hand and lock the deck transport height handle/lever in the up position. Also make sure your deck height knob is in the middle (area with no numbers). Supposedly that gives a better cut, with the deck slightly angled into the grass. The gauge wheels are set in the 3" position, the rear lift rods are set in the 2.75" position.
